Shri Nair, Shri Prithiviraj Chauhanji, Distinguished Ladies and Gentlemen,
 
We live in a world where human knowledge is increasing at an unprecedented phase, something that was not imaginable even two decades ago. Thanks to modern developments in Science and Technology, it is possible, as never before in human history, to ensure that chronic poverty, ignorance and disease do not have to be the lot of a majority of humankinds. In our own country, thanks to the visionary leadership provided by Pandit. Jawaharlal Nehru, we have laid emphasis on the development of Science and Technology and Institutions of excellence in Science and Technology, right from our independence day. And among the various institutions created since independence, no department or no institution has brought great Florence and credit to our country than our Space Programme. Our Space Programme has many firsts to its credit. For this I commend Shri.Nair and all his colleagues who have displayed commitment to excellence and social relevance of an exemplary variety.
 
I sincerely hope that the Department of Space, which is performing the role of a role model - its example will be emulated elsewhere in our government system, and outside in the rest of our economy and polity.
 
India lives in villages and therefore unless we take the benefits of modern science and technology to our villages, we cannot get rid of the mass poverty, which has afflicted millions and millions of our people for centuries. And the Space application of the last two or three decades, now make it possible that we can address the problems of low productivity of agriculture, inefficient use of our land, water and air resources and in the process, also bring the benefit of modern medicine, modern educational technologies to the remotest part of our country. I commend and I congratulate our Shri.Nair and all his associates in the space programme and my esteemed friend and colleague Dr. M.S.Swaminathan for having combined together yet another saga of adventure and enterprise to take the benefit of modern technology for the development of India's villages. This is a most innovative programme - "Village Resource Development Programme" and what I have seen today, I think it convinces me that we can look forward in the years to come a vigorous national effort to improve agricultural productivity, to improve agricultural yields, to launch a new programme for control of pests and diseases, which have remained unamenabless to any realistic solutions, and at the same time to ensure that through distant education we can not only modernize our school system of education but also make a more frontal attack on adult illiteracy.
 
Finally, health care is one area where as a nation we have to do a lot more. And health care at the primary level in our villages is something, which requires urgent attention. And here the use of modern telemedicine technologies makes it possible as never before to make the benefit of modern medical advances within the reach of our village communities. So here we have an instance where science and applications are truly being used to improve the human condition, where it is most needed. Therefore, I'm very happy to be associated with this today's new programme launch jointly by our Space Department and Dr.M.S.Swaminathan'ss Research Foundation to use modern science and technology for amelioration of the living condition, for bringing new ray of hope and achievement to the lives of millions and millions of our countrymen and countrywomen who live in distant villages. I therefore congratulate all those who have been associated with this wonderful programme.
