The very high price of onion now prevailing has again raised the question of managing demand and supply in onion, tomato and other crops widely used in urban areas. The answer to this should not be a short term one, but should address the issue in the longer term. Several years ago, I had suggested that we should organise a Peri-Urban Horticulture Estate on the dairy model in every panchayat. Those who have land in peri-urban areas could be helped to grow crops like onion to meet the demand of the urban population, thereby achieving a balance between demand and supply. If this can be done, the problem can be solved without resorting to imports and exports. At the same time, it will give additional income to the urban population. I therefore suggest that without further delay steps may be taken to initiate a Peri-Urban Horticulture Revolution to solve problems like the onion crisis.
